OFO Declaration and Termination Summary
This summary is in accordance with Section 6.6(A) of the General Terms and Conditions of Trunkline's Tariff.
Due to cold weather forecasts, Trunkline issued a weather alert on February 3, 2021, that Trunkline was preparing for reduced operational flexibility on its system. Trunkline requested that, effective as of the February 6, 2021 gas day, all delivery point operators minimize over-takes and all receipt point operators minimize under-deliveries into the Trunkline system. Trunkline also provided notice of the following:
Power plant operators must have nominated supply. Trunkline may implement intraday scheduling reductions to ensure that nominations match actual flowing quantities. Shippers are encouraged to submit their nominations for the Timely cycle. All storage customers are requested to stay at or below their Maximum Daily Withdrawal Quantity and storage customers should adjust flowing volumes to remain at or below these limits. Trunkline may limit auto-unpark nominations for the duration of the extreme weather and it will evaluate such limits on a daily basis.
After the initial critical weather alert on February 3, 2021, weather conditions grew increasingly severe. Temperatures measured at Trunkline's Independence station were recorded as follows:
On February 16, 2021 at 11:44 am central time, Trunkline issued Update #1 to its critical weather alert. Due to the unprecedented market conditions resulting from the extreme weather at such time, Trunkline notified shippers that Pursuant to TGC's GT&C Section 4, effective immediately it would curtail all underperforming physical receipt points to the actual gas flow level for all nomination windows. Shippers were encouraged to verify their receipt gas quantities to confirm physical flows matched what was being received into the system. Furthermore, Shippers were notified that those who do not comply with the curtailment would be subject to penalties as outlined in Section 6 of the GT&C. TGC ended Update #1 by alerting shippers that it reserves the right to issue OFOs if shippers do not comply with this alert to further protect the system. The specific receipt points that contributed to the significant volume shortages were as follows:
On February 16, 2021 at 4:08 pm central time, Trunkline notified shippers in Update #2 that it was curtailing all auto-unpark nominations and that shippers should adjust their TABS contract nominations accordingly.
On February 17, 2021 at 10:31 am central time, Trunkline was required to issue a Notice of OFO due to the continued deterioration of the weather conditions and certain shippers' failure to verify that their receipt gas quantities confirmed to physical flows that were being received into the system. Trunkline notified shippers that this failure threatened the integrity of the Trunkline system. Trunkline issued the OFO to be effective immediately, and that it would be reducing all auto-unpark nominations to zero until further notice. Additionally, Trunkline cautioned that the OFO notice was expected to remain in place until February 19, 2021. As seen in the following illustration, Trunkline experienced a significant drop in line pack levels due to the volume shortages which eventually led to the necessity to issue the OFO.
On February 19, 2021 at 11:15 am central time, Trunkline terminated the OFO because of improving circumstances related to weather and supply shortages on the system which led to increased line pack levels. Also on February 19, 2021, at 11:24 am central time, Trunkline issued Update #3 to its critical weather alert ending the curtailment. Despite the end of the curtailment, Trunkline reserved the right to limit or turn off all auto-unpark nominations on the Trunkline system for the duration of the extreme weather without prior notice and that such limits would be evaluated on a daily basis. Trunkline was able to lift the emergency weather alert restrictions on February 22, 2021.
